The law, acting on January 1, 2026, creates an optional dispute resolution system designed to resolve constructive conflicts before they reach litigation.

The framework also emphasizes maintaining contractual relationships through negotiating residences. Construction projects can continue without interruption while disputes under resolution, ensure households to achieve completion and delivery according to schedule.
