Dubai New rules are introduced to protect identity and protections for the financial whistleblowers in the emirate.
In his capacity as chairman of the financial audit authority, sheikh maktoum bin mohammed bin rashid al maktoum, first deputy ruler of Dubai, Deputy Prime Minister, and Minister of Finance, and Issued Decision (2) of 2025 regarding the protection of public employees who report or disclose information related to financial or administrative violations, or who cooperate with the Financial Audit Authority in Dubai.
The decision was issued in accordance with law No. (4) In 2018 to establish financial audit authority and its changes, and applies to employees of entities.
Dubai Financial Whistleblowers
The decision seeks to protect public funding and keep the financial and the emirate’s economy.
It allows employees to report financial and administrative violations, as the law-defined, and providing proof of investigations made in Dubai, with no reason for pressure.
The scale supports effective detection and disclosure of violations.
The decision also refers to protect the status of the WHISTLEBEBLOWERS who submitted reports or provides proof of administrative investments made by authority.

Decision provisions are available to employees of entities under financial auditations in Dubai to whose reports or statements about violations accepted by law No. (4) in 2018.
They also request employees who have requested to provide proof of time to handle evaluations related to such violations.
Under the decision, all reports submitted by the authority are treated with tight shrinkage.
Dubai’s financial auit authorition employees are strictly prohibited in revelation, sharing, or disclosing any data or information contained in any situations in any circumstances.
Investigators who have been assigned to manage administrative investments must have necessary skills related to nature and procedure in such cases.
They also need to fully maintain the principle of confidentiality to ensure that whistlemblower is not carried in any harm.
Director-General of Dubai financial audit authority will issue the necessary decisions to enforce this decision.
The decision is effective from its release date and publish in official Gazette.
