The project in the cosmopolitan was developed by Acro real estate, financial in Phoenix, Yuvalim, City Boy and Shabbat Moshe. The project will be built in stages: Cosmopolitan 1, where Rafael got the office area for the new center of its development; and Cosmopolitan 2, to include 175,000 square meters of office and commercial space and 500 units of residential 17 dunams (4.25 hectares) land. The project is managed by Waxman Group (WXG) engineering company.

Two metro stations will be built near Hassan Arrafa District, one in the M1 line and the other in the M2 line. Therefore Rafael has only gained the right to use 120 parking spaces as part of the agreement, in 25 years with an option for an additional 25 years.
Rafael said, “The company grows very fast, and the activity of development centers across Tel Aviv (at East Tel Aviv), and we invest in the revenue of the space to expand center.”
