Dubai Executive Council approved an important package of initiatives intended to change Emirate in a top 10 Global City for students in 2033.
New initiatives will expand International university Presence, visas of students’ reform visas, developing career guidance, and extension of Dubai position as a destination for academic efficiency and innovation.
New policies, approved by an Executive Council meeting at Emirates Towers, in accordance with the Economic Agenda D33 and Education Strategy 2033.

Sheikh Hamdan Bin Mohammed Bin Rashid al Maktoum, Crown Prime Minister, Minister of Defense, and Chairman of Executive Council in Dubai, said: “Youths are architects in the futureIt shapes their awareness, optimism, and openness in the world.

“Our goal is to make Dubai a destination for famous students from around the world and an incubator for change.”
Emirate currently playing 37 International Universities, including ranking institutions such as Curtin University, University of Wollongong, University of Birmingham. Under the new strategy, this number is expected to rise for more than 70 to 2033.
Dubai educational targets and initiatives
- 50 percent of all Emirate university enrollments will be international students in 2033
- A new one Student visa systemjob visas for graduates, and international scholarships will be introduced
- A higher educational investment fund and a scientific research network will support university and research clusters
- Career advice services can be strengthened at schools and universities, with a target of 90 percent of work for six months for emirati graduates
- Dubai Aim for 11 Global Top 200 and AED5.6 billion contributions from higher education to GDP
- 80 percent of educational providers can provide effective career advice services
- 70 per cent of graduates can reach one of their top three universities or career choices
Executive Council Meeting also approved the academic policy and career led by knowledge and development of human development, which sets the purposes of development for education alignment. This includes business programs, life skills camps, and digital platforms offer real job insights.
