Tel Aviv “Rova’im” (“quarters”) plan divided the city into nine separate areas, with different behaviors, with respect to each other. If the plan for Central Rova 5 and Rova 6 places began in life in 2014, no one in Tel Aviv municipalities to approve it for a long time. This week, after a decade, it will eventually be submitted for approval, and changing an area that shouts because it is underway, but under Tel Aviv’s “White City”.
